Users2List is an iCMS (Xoops compatible) module that allows a site admin to load groups of users into PHPList mailing list easy and fast. Site admins can then use PHPList for massive email sendings, using the advanced features of PHPList: Templated mail, HTML, delayed sending, sending rate control.
The module includes spanish translation.
